With fish sauce, lime juice, sugar, and chiles to work with, Thais have come up with a fabulous array of dipping sauces. Here are three easy favorites. Use them as sauces for grilled meats or as flavorings for jasmine rice or Thai sticky rice. The condiment is toasted rice powder, a northeast Thai specialty.
