Combine cornstarch and ½ c. sugar in saucepan; blend in water. Add 2 c. berries and cook, stirring constantly, until thickened and translucent (mixture will be very thick).
Remove from heat, add food color, remaining ¼ c. sugar and 2 c. berries. Chill.
Turn strawberry mixture into pie shell and scatter Toasted Oat Top
