Combine raisins, water and orange juice in saucepan. Bring to a boil; boil 5 minutes. Add sugar, tapioca, cinnamon and salt. Cook, stirring, until mixture again comes to a boil. It should be thick. Remove from heat, add vinegar, butter and orange peel. Cool.
