Combine the sugar, one quart of the water and half of the lemon juice. Bring to a boil and boil for three minutes.
Remove from the heat and add the remaining water and lemon juice. Cool.
Reserve a few strawberries to use as a garnish. Crush the remaining berries, strain, and add to the punch. Pour into a punch bowl over ice.
