Mix sugar and water and add the cardamom skins. Simmer till the sugar is fully dissolved. Boil rapidly for 5 minutes, remove from the fire and strain through muslin. Heat the saffron lightly in a spoon, grind with a teaspoonful of water in a small mortar and pestle and mix into the strained syrup.
