The number one rule when working with dried chiles is to remember to not touch your eyes for a couple of hours after handling them. The capsaicin of both dried and fresh chiles has a tendency to stay on your fingertips no matter how many times you wash your hands. To stay one step ahead of the chiles, you can always use disposable gloves when working with them, fresh and dried.
